San Jose Police Officers:
Gabriel
Cuenca (
Badge # 3915) & Thomas Tortorici ( Badge #2635 )
In
January of 2006, These "Officers" are believed
to have willingly and knowingly participated in covering
up acts of Elder Abuse / Embezzlement / Fraud etc.
Against a disabled woman by Rondi Ophiem ( and possibly
other deputies and staff ) from the Santa Clara County
Public Guardians Office! Along with Gabriel Cuenca and
Thomas Tortorici, there were two other Officers who allegedly acted as
accomplices to this crime.
The other officers have not been identified. The disabled woman's
boyfriend attempted to protect her, and tried to persuade
the "Officers"
to file an Elder Abuse Report on the against Rondi
Opheim ( As required by law ) These officers not only
refused to file the Elder Abuse Complaint, they also
threatened the Boyfriend that if he speaks on the subject,
he would be arrested and false charges would be filed
against him.
The disabled woman was told by Deputy Rondi Opheim that if
she told anyone about the abuse, that no one would believe
her, and she would be put on medication and placed into a
hospital or board and care facility. These officers are believed
to have knowingly participated in the theft and destruction
of evidence, and to have committed obstruction of justice.
Prior to this incident, The Santa Clara County Public
Guardians Office dropped all services to this woman for 25
Months.
( With
the exception of rent payments which were handled via
automated system, and PG&E was paid for awhile,
but then cut off. )
This matter
was first addressed to Santa Clara County Adult Protective
Services in April 2006
APS and the Public Guardians office are both part of Santa
Clara County dept. Aging and Adult Services.
Rondi Opheim was replaced by another conservator,
however Rondi Opheim still continued to be employed by the Public
Guardians Office, and the "officers" are
still employed by the San Jose Police Department, and
are still patrolling the streets where they could
potentially hurt additional victims!
In May of 2008, this matter was brought to the attention of
Will Lightbourne, ( Director of Social Services for Santa
Clara County ) and Detective Dennis Brookings from the Santa
Clara County District Attorneys office. ) after another
conservator; Deputy Kanta Jindal began do display alarming signs
of abusive behavior.
Much time had elapsed since the original incidents, and the
Public Guardians office would have had plenty of time to
fudge there numbers and accounting records.
It does not appear that Mr. Brookings
put much effort into investigating this case. He apparently
made no effort to get in contact with the most imperative
witnesses in these matters.
